Commissioning Officer – Community, Early Help and Prevention Team

Overview

We are seeking a dedicated, motivated and experienced Commissioning Officer to join our new Commissioning and Procurement Hub.

Working within the Community, Early Help and Prevention Team, the successful candidate will contribute to all aspects of the strategic commissioning cycle to deliver improved population outcomes for Buckinghamshire residents.

Our new Commissioning and Procurement Hub ensures collaboration with our clients to develop and execute a procurement strategy to achieve their defined success criteria. We bring together experiences and lessons learned to ensure the most effective approach. Our new Commissioning and Procurement Hub supports all stages of the strategic commissioning lifecycle, complementing client teams to maximise value.

Contract: 1 year fixed term contract/secondment opportunity (maternity cover)

About the role

You will oversee the day-to-day delivery of commissioning activities, supporting the Council and the Integrated Care Board (ICB) in achieving transformational change and improved population outcomes aligned with strategic priorities.  The Community, Early Help and Prevention Team is responsible for commissioning safe, quality and value for money Public Health, Homelessness Support, and Prevention services to working age adults to improve health and wellbeing and help people to live independently for longer.

Some of the key responsibilities include:

  • Support Strategic Commissioning Managers and Strategic Commissioning Leads in the development of commissioned services that reflect statutory requirements and best practice.
  • Researching and collating information to support the development of strategic needs assessments.
  • Facilitate co-production and recording of resident voices in strategic commissioning.
  • Implement performance reporting schedules for commissioned providers.
  • Support strategic commissioning activities through project management, contract management and task administration.
  • Collate management information for strategic reporting and assurance purposes.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

You must have the following qualifications and experience:

  • Educated to degree level or equivalent.
  • Relevant professional qualification or working towards it.
  • Substantial relevant experience of the commissioning cycle.
  • Experience of monitoring and evaluating contract compliance and performance.
  • Knowledge of the health and social care sector.
  • Strong communication and interpersonal skills with ability to communicate clearly verbally and in writing.
  • Proven research skills and ability to gather and interpret information.
  • Ability to undertake data analysis to inform commissioning activity.
  • Ability to manage conflicting demands and work under pressure.
