About the role

You will play a pivotal role in managing high-value, high-risk contracts across one of our key service portfolios:

  • Adults, Health and Children and Young People
  • Communities, Assistant Chief Executive, Planning Growth and Sustainability and Resources

You will be at the heart of the commissioning cycle, leading on business case development, market analysis, sourcing strategies, and contract management. Your work will ensure that our procurement practices deliver value, innovation, and sustainable outcomes for our communities.

You will:

  • Lead strategic procurement and commercial management initiatives.
  • Influence and advise senior stakeholders on procurement strategies.
  • Manage the full commissioning cycle, from business case development to contract management.
  • Deliver market insights, shape supplier relationships, and explore social value opportunities.
  • Represent the Council in external meetings and drive innovation through market intelligence.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

You will have:

  • Substantial experience in managing strategic procurement in a large public sector organisation.
  • Deep knowledge of procurement regulations (PCR15 & PA23) and best practices.
  • A track record of delivering complex projects and achieving measurable efficiencies.
  • Strong leadership and stakeholder engagement skills.
  • A relevant degree or equivalent experience, and ideally MCIPS Level 6 or equivalent.
