Our new Commissioning and Procurement Hub brings together strategic commissioners with operational commissioning, including Quality and Placements, and procurement colleagues. By combining our skills, experiences and lessons learned, we ensure the most effective approach to supporting all stages of the commissioning cycle, complementing other Council teams to maximise value for money for our residents.
This is a pivotal role where you’ll lead on data governance, performance reporting, and intelligence gathering to support evidence-based commissioning and procurement across the organisation.

About the role
As the Commissioning Performance and Information Lead, you will:
- Lead cross-service and function project teams to gather intelligence to deliver improvement priorities.
- Ensure the quality, accuracy, and security of data used for service delivery and performance reporting.
- Present performance reports to senior leadership teams and Cabinet.
- Work with the Integrated Care Board (ICB) to access and analyse data that informs commissioning decisions.
- Provide expert advice on commissioning intelligence and data management.
- Develop and maintain performance data reporting systems and support tools.
- Lead on the development and review of strategies, policies, and procedures.
- Represent the Council in external networks and benchmarking groups relating to data and performance.
- Deputise for the Commissioning and Procurement Hub Business Manager when required.
This role does not involve direct budget management or line management responsibilities but requires strong leadership and influence across teams.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
We’re looking for someone who is:
- Experienced in working within large, complex organisations ideally in health, social care, or local government.
- Knowledgeable about data governance, performance management, and the statutory frameworks underpinning local authority and health systems.
- Skilled in project management, data analysis, and translating complex information into actionable insights.
- Collaborative and able to build strong relationships with colleagues, partners, and stakeholders.
- Communicative, with excellent written and verbal skills, and the ability to present data to non-technical audiences.
- Organised and capable of managing multiple priorities and deadlines effectively.
- Qualified, you hold a degree or equivalent, with evidence of continued professional development.
Other information
There is an expectation that the successful post holder will work from the office at least 2 days a week.
A full driving licence is required to be able to carry out the role.
