Overview
Buckinghamshire Council is seeking a dynamic and experienced Infrastructure Delivery Manager to lead the delivery of major infrastructure projects, with a primary focus on High Speed 2 (HS2) and East West Rail. This is a high-profile role that requires strategic leadership, expert project management, and the ability to build strong partnerships across internal teams and external stakeholders.
Reporting to the Service Director for Infrastructure and Major Projects, you will oversee multi-disciplinary teams including Planning, Highways, and Communications/Engagement, ensuring the Council meets its statutory obligations and delivers high-quality, customer-focused services.

Our Planning, Growth and Sustainability directorate work with partners to help shape the future of Buckinghamshire. We deliver services on planning, economic growth, regeneration, strategic infrastructure, transport and property.
About the role
Major Projects is a new service at Buckinghamshire Council covering transport and national infrastructure projects which take place across and adjacent to Buckinghamshire, including HS2 and Development Content Orders such as Heathrow and East West Rail. As a single point of contact for these schemes, the team plays a pivotal role in leading on the engagement and coordinates the Council’s response and input throughout each project.
We’re looking for a strategic and experienced Infrastructure Delivery Manager to lead the Council’s involvement in major national infrastructure projects, including HS2 and East West Rail. This is a high-profile role that sits at the heart of our infrastructure delivery, requiring strong leadership, expert knowledge, and the ability to work collaboratively across services and with external partners.
You’ll oversee multi-disciplinary teams covering planning, highways, and communications/engagement, ensuring the Council meets its statutory obligations and delivers high-quality, customer-focused services. You’ll manage significant budgets, lead complex programmes, and represent the Council in key partnerships and public forums.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
You are a strategic and dynamic leader with a proven track record of delivering complex infrastructure projects—ideally within a local government or large public sector setting. With deep expertise in planning, highways, and national infrastructure policy, you thrive in politically sensitive environments and are confident managing multi-disciplinary teams and high-value budgets.
You bring:
- Extensive experience in managing major infrastructure programmes such as HS2 or East West Rail.
- Strong stakeholder engagement skills, able to build trusted relationships with elected Members, stakeholders, developers, and community partners.
- Excellent leadership and people management, fostering high-performing, customer-focused teams.
- Financial expertise, with the ability to secure and manage significant funding streams.
- Strategic thinking, capable of shaping policy, driving continuous improvement, and navigating complex governance frameworks.
You’re collaborative, ambitious, and resilient—ready to lead with integrity and deliver impactful outcomes for communities across Buckinghamshire.
We are looking for a candidate with a relevant degree or professional qualification, substantial experience of leading and managing a strategic planning/programme management or related service area in a large public sector organisation. Proven track record of successfully developing and delivering an effective assurance and governance function. You must have extensive knowledge of national policy, regulatory environments, and financial legislation, along with experience in partnership working and delivering major organisational change.
