Domestic Resource Efficiency Service Funding Officer

Overview
The primary purpose of this role is to manage grants for the implementation of complex resource efficiency measures (e.g. cavity wall and loft insulation) to help reduce resource consumption and costs, and emissions of greenhouse gases and other air pollutants from domestic properties in Buckinghamshire; and help secure funding to sustain and/or enhance the Domestic Resource Efficiency Service.
The postholder will focus on: optimising the Service’s grant funding mechanisms; progressing residents’ grant applications through all stages of the grant lifecycle; developing funding proposals and bids; and helping coordinate support to reduce domestic resource consumption in Buckinghamshire.
FTC/Secondment funded until 31st March 2026.
About us

The Council’s Climate Change and Air Quality Strategy was adopted in 2021 and the Energy and Climate Change Team is tasked with helping fulfil the commitments set out in this document. A new Domestic Resource Efficiency Service was launched by the Council in March 2023 and is part of the Energy and Climate Change Team. It’s funded by the UK government through the UK Shared Prosperity Fund (UKSPF) and helps reduce residents’ energy and water consumption and costs, and emissions of greenhouse gases and other air pollutants from domestic properties in Buckinghamshire. This is principally achieved via visits from Energy Doctors.
About the role
The Domestic Building Envelope Energy Efficiency (DBEEE) Grant, delivered through the Domestic Resource Efficiency Service, offers grants of up to £32,000 in the ‘25/’26 financial year for the installation of measures (such as insulation, and window and door replacements) that reduce domestic building envelope heat loss – thereby helping residents reduce their energy consumption and costs, and carbon emissions. The postholder’s primary aim will be to successfully administer the Grant so as to distribute all capital funding in line with agreed parameters and timeframes, and maximise the benefits arising from it. This includes:
- Supporting grant applicants, and implementing processes and initiatives with the aim of continuously improving customer journeys;
- Applying due diligence (including evidence, compliance, financial, and other checks) throughout all grant life cycle stages; and,
- Effectively monitoring grant budgets, and helping arrange the payment of grant claims; and grant repayments (where required).
The Domestic Resource Efficiency Service Funding Officer will also identify and help secure funding to sustain and/or enhance the Domestic Resource Efficiency Service. This will involve:
- Building relationships with energy and water utility providers, Distribution Network Operators, and others; and
- Developing funding proposals and bids.
This is an excellent opportunity for those interested in combating fuel poverty and climate change to join an innovative and dynamic team at the Council. You will be instrumental in ensuring the success of a new grant scheme that will help reduce residents’ energy costs and carbon emissions, at a time when many of them are facing severe cost of living pressures. You will also have the opportunity to work with a range of internal and external stakeholders to secure funding and coordinate work to further domestic resource consumption reduction work in Buckinghamshire.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
We are looking for individuals who are able to demonstrate an understanding of domestic energy systems, and measures to reduce energy consumption in domestic properties, and have:
- Experience of applying for funding and/or administering grant funding
- Good communication and presentation skills with the ability to explain basic technical/professional issues clearly, negotiate and persuade, and build and maintain effective working relationships at all levels.
- Experience of working on several renewable energy and/or energy efficiency projects.
- Good research and analysis, planning and organisational, literacy, numeracy, ICT and report writing skills.
- Been educated to NVQ 4 / degree standard or have equivalent relevant experience.
A relevant professional/vocational qualification and project management/support experience are desirable. The postholder must have excellent customer service skills and be able to converse at ease with customers and provide advice in accurate spoken English. A full driving licence is required to carry out the duties of the role.
