Buckinghamshire Council is seeking a proactive and driven Commissioning Officer to join our Adults and Health team. Based within our new Commissioning and Procurement Hub, the Hub brings together strategic commissioners with operational commissioning, including Quality and Placements, and procurement colleagues. By combining our skills, experiences and lessons learned, we ensure the most effective approach to supporting all stages of the commissioning cycle, complementing other Council teams to maximise the quality and value for money for our residents. The design of the hub offers a unique career development opportunity across a range of strategic commissioning and procurement roles.

About the role

As a Commissioning Officer, you’ll play a key role in supporting the full commissioning cycle, from needs assessment and service design to contract management and performance evaluation. You’ll work collaboratively with internal teams, providers, and stakeholders to ensure services meet the needs of our residents and align with strategic priorities.

Your responsibilities will include:

  • Supporting strategic needs assessments and business planning.
  • Monitoring budgets and financial processes related to commissioned services.
  • Implementing performance reporting and contract management schedules.
  • Facilitating resident voice and co-production in service design.
  • Engaging with providers and contributing to market development.
  • Supporting integrated commissioning across health and social care.

This role offers scope for innovation, continuous improvement, and the opportunity to influence service delivery across a 3–5 year commissioning horizon.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

You’ll bring:

  • Substantial experience in commissioning or a related field, ideally within health and social care.
  • Strong knowledge of the commissioning cycle, relevant legislation, and policy frameworks.
  • Excellent communication, analytical, and project management skills.
  • Proven ability to work collaboratively and influence change.
  • A commitment to improving outcomes for vulnerable populations.
