Are you ready to play a pivotal role in shaping the UK’s largest infrastructure project? We’re looking for a dynamic HS2 Project Co-ordinator to deliver vital cross-team support for our Highways and Planning teams, driving the Council’s continued involvement in this landmark development.

With the HS2 railway line’s construction in full swing across Buckinghamshire, there is a continual stream of highway and planning consents to administer, process, and approve. As part of the Infrastructure and Major Projects Service within the Planning, Growth, and Sustainability Directorate, our HS2 team fulfil critical statutory duties as the deciding Authority in relation to highway and planning controls within the HS2 Act.

About the role

This position offers an exciting opportunity to provide a central role in supporting the Council’s HS2 highways and planning teams that manage the consenting processes for this key infrastructure project that expands across more than 60km of Buckinghamshire. The role will allow the right candidate to use their own initiative and showcase their organisational and communication skills to aid technical highway and planning specialists to review the submitted designs received from HS2 Ltd for the HS2 railway line.

The role involves planning work that follows strict legal processes linked to HS2. At the same time, it operates within a complex and fairly new legal framework. This means the team needs to be flexible, approachable, and supportive when working with each other, the Council, and external organisations.

In this important role, you’ll be key in processing and administering temporary and permanent highway works applications received by HS2 Main Works Contractors delivering the HS2 project. The HS2 Project Co-ordinator will facilitate and organise applications received to allow the Highways Team to review, comment, and determine applications within the statutory timeframes. Ensuring the Council appropriately undertakes its duty as the Highway Authority as part of this landmark project.

In addition, you will support the Council’s HS2 Town Planning Team to ensure the efficient and effective processing of consents that deliver the stages of the project for the main works and rail systems testing.

Key Accountabilities

  • To log approval requests from HS2 Ltd, distribute these to the appropriate BC officers and monitor their progression in line with agreed timescales.
  • Managing the mailboxes for the planning & highways team.
  • To undertake the CCTV project to monitor HS2 traffic movements including checking footage from our cameras to highlight any issues on our network, liaising with the contractor and members about certain issues.
  • Providing meeting support, along with attendance to regular team meetings.
  • Inputting into management reports.
  • Managing and co-ordinating document control procedures.
  • Attendance and support to regular team meetings.
  • To audit email inboxes on a monthly basis to ensure all have been actioned.
  • To provide administration of the Appeals lodged by HS2 contractors.
  • To manage and co-ordinate financial matters and cost recovery from HS2 Ltd including timesheets, invoices and monitoring budget.
  • Supporting the HS2 Team Leaders (Planning & Highways) with general administration tasks on the project.
  • Supporting the organisation and content of Member Information Group meetings.

About you

  • Relevant experience of working in highways management/a related field; and knowledgeable of relevant legislation.
  • Good communication, interpersonal / presentation skills, and able to clearly explain technical issues.
  • Ability to use initiative to develop own practices and procedures to respond to HS2 highways issues.
  • Excellent ability to organise own workload and manage priorities appropriately.
  • Obtained project management skills and experience.
  • Awareness of the impacts of HS2.
  • Excellent knowledge and use of Microsoft systems.
  • Some knowledge of Uniform and IDOX.
