Join our dynamic team as a Housing Enforcement & Intelligence Officer, where you’ll play a key role in delivering high-quality enforcement outcomes across Buckinghamshire. This is an exciting opportunity to make a real difference by tackling criminal landlords and ensuring compliance with housing legislation with a particular emphasis on the new requirements of the Renters Rights Act 2025.

About the role

In this role, you’ll work alongside Environmental Health Officers and Team Leaders to investigate complex housing and tenancy cases, issue civil penalty notices, and manage legal challenges. You’ll lead on gathering evidence, liaising with internal stakeholders such as Legal Services, and ensuring enforcement actions are robust and legally sound.

Your responsibilities will include:

  • Planning and delivering housing enforcement interventions based on intelligence led projects
  • Investigating compliance issues using advanced techniques.
  • Preparing and presenting comprehensive legal documentation.
  • Acting as an expert witness at tribunals or court when required.
  • Driving innovation by developing new policies and procedures for civil penalties.

This is a varied and challenging role that requires strong analytical skills, attention to detail, and the ability to influence outcomes in complex situations.

Mobile:

A ‘mobile’ role gives you the flexibility to schedule your own diary, so you can meet with colleagues and clients in a variety of locations. You’ll access digital folders and resources on your laptop and be able to use the network wherever you are based. Working from home will be common, as well as meeting your team in the office where necessary.

About you

We’re looking for someone with:

  • Substantial experience in housing enforcement or a similar regulatory environment.
  • Expert knowledge of housing legislation, PACE and civil penalty frameworks.
  • Strong investigative, analytical, and problem-solving skills.
  • Excellent communication and negotiation abilities to manage sensitive issues.
  • A degree-level qualification (or equivalent) and a full driving licence.

A relevant housing qualification and experience representing organisations in legal settings would be an advantage.

About the Business Unit

Our Communities directorate works across the county to deliver a number of the key customer-facing services that our residents, businesses and visitors rely on every day.
