Streetworks Team Leader
Location: Aylesbury
Overview
We’re looking for an experienced, motivated and forward‑thinking Streetworks Team Leader to join our Highways and Technical Services Team. This is a high‑profile role at the heart of managing Buckinghamshire’s road network, ensuring safe, compliant and well‑coordinated works across the county.
You’ll lead a team of Streetworks Lead Officers and Technicians, driving performance, upholding statutory responsibilities, and ensuring our residents, road users and partners receive a first‑class service.
About us
Buckinghamshire Council is a relatively new organisation that combines the strengths and expertise of the previous five councils in the county to create positive change for local people, communities, and businesses. We are firmly focused on the future and have made a clear commitment to serve residents better and to provide stronger representation for Buckinghamshire, both locally and nationally.
Buckinghamshire Council’s Highways services play a vital role in supporting our communities, keeping the county moving and ensuring our transport network is safe, resilient and well‑managed. We’re ambitious, collaborative and committed to continuous improvement. Joining our Highways & Technical Services team means contributing to essential public services and working with a range of internal and external partners to deliver positive outcomes for residents, businesses and road users.
As part of our ambition to deliver the very best highways service for Buckinghamshire, we have recently reshaped our service, creating a stronger, more resilient and forward‑looking structure. This transformation reflects both local priorities and significant national developments in the sector. With new initiatives emerging, including the introduction of Lane Rental and wider changes to Streetworks and network management, we are now investing in a range of new and exciting roles that will help us meet the needs of our communities today and into the future. These posts offer a genuine opportunity to shape a team of how we manage activities on the network, drive innovation and safety as well as ensuring we continue to deliver a high‑quality, safe and efficient highway network through the technicians you will oversee.
About the role
As the Streetworks Team Leader, you’ll oversee the delivery of our statutory Streetworks service under NRSWA, TMA and other highways legislation. You will provide expert technical guidance, manage team performance, collaborate closely with partners, and act as an escalation point for complex cases.
Key Responsibilities
- Lead, support and develop Streetworks Lead Officers and Technicians to deliver high‑quality inspections and regulatory compliance.
- Ensure consistency and accuracy across all inspections, reporting and performance monitoring.
- Oversee the delivery of the Streetworks Hub service plans and support continuous improvement initiatives.
- Provide expert technical advice, resolve escalated issues, and guide colleagues, stakeholders and third‑party works promoters.
- Assess risks, identify innovative solutions and report performance to senior leaders and decision‑making bodies.
- Coordinate work across highways teams, utility companies and alliance partners to achieve effective network management.
- Represent the service at partnership boards, public events and high‑profile meetings.
- Manage resources effectively, ensuring income targets and statutory obligations are met.
- Support emergency response arrangements and participate in out‑of‑hours cover on a rota basis.
About you
We’re looking for a confident and proactive professional with a passion for delivering high‑quality highway services. You will bring operational leadership, excellent skills to manage a problem from start to finish. Excellent management qualities to be able to motivate a team, understanding the needs of the team and the stakeholders of Buckinghamshire. Equally important is your ability to build strong working relationships working collaboratively with colleagues, partners, and external stakeholders and to represent the service with credibility. You will be comfortable managing issues, navigating competing priorities, and driving innovation in a fast‑moving environment. If you’re motivated, solutions‑focused, and ready to make a tangible difference to Buckinghamshire’s highway network, we would love to hear from you.
