Streetworks Compliance Officer

Are you confident, organised and motivated by ensuring high standards across our highways? We’re looking for a Streetworks Compliance Officer to help us maintain a safe, efficient and compliant road network for Buckinghamshire. This is a great opportunity for someone with strong analytical skills, excellent communication abilities and a passion for effective, evidence-based compliance.

You’ll play a key role in supporting the Council’s Lane Rental and Permit Scheme, ensuring works promoters meet their statutory responsibilities and that our highways are managed effectively for residents and road users.

We are currently recruiting for two permanent Streetworks Compliance Officer positions:

  • One full-time role (37 hours per week)
  • One part-time role (14.8 hours, 2 days per week), the salary advertised will be pro-rata.

About the role

As a Streetworks Compliance Officer, you will support and monitor compliance across works undertaken on the public highway. You’ll work closely with utility companies, internal teams and external stakeholders to ensure regulations are met, issues are resolved and performance is continually improved.

Key responsibilities include:

  • Supporting the delivery of Streetworks functions and driving compliance with the Lane Rental and Permit Scheme.
  • Negotiating and processing Street Works Charges (FPNs, S74s, sample inspections and defects).
  • Liaising with works promoters, addressing enquiries, and resolving disputes proactively.
  • Carrying out investigations, audits and reviews, including more complex compliance matters.
  • Collating, analysing and reporting on information to support decision making.
  • Preparing reports, correspondence and documentation in line with procedures.
  • Providing timely advice to partners, customers and stakeholders.
  • Identifying issues, recommending improvements and supporting service-wide initiatives.
  • Contributing to projects and service developments, including supporting automation and data improvements (Power BI / Power Automate).
  • Monitoring performance, quality and management information to support effective service delivery.
  • Representing the service at meetings with utilities and partners.

This is a varied and engaging role where no two days are the same — ideal for someone who enjoys problem-solving, stakeholder engagement and ensuring high standards.

About you

You are an experienced compliance professional with a preferred background in regulatory or operational roles, ideally within highways, streetworks, or another technical environment. You bring a solid understanding of relevant legislation, including permit schemes, codes of practice, and the frameworks that govern activity on the public highway.

You are confident working with data, regulations and complex information, and you can investigate issues, analyse evidence, and present clear, accurate findings. You can communicate effectively with a wide range of stakeholders, including utility companies, colleagues and members of the public and you can explain technical matters concisely.

Your organisational skills allow you to manage your workload effectively, prioritise tasks, and meet deadlines. You are comfortable using digital systems, maintaining accurate records and preparing high‑quality reports. Experience with specialist tools such as Street Manager, SAP Finance, Power BI or automation platforms is desirable.

You demonstrate professionalism, accountability and sound judgement in your work. You are committed to maintaining high standards, supporting continuous improvement and contributing positively to collaborative working.
