Highways Asset Commissioning Lead

Overview
We’re looking for an experienced and commercially minded Highways Asset Commissioning Lead to take a pivotal role in commissioning and assuring the delivery of highways maintenance and capital programmes. You’ll help ensure Buckinghamshire Highways’ annual programmes are delivered to scope, quality, timescales and budget, maximising value for money and improving outcomes for residents.

About the role
As Highways Asset Commissioning Lead, you’ll take a leading role in commissioning and assuring the delivery of highways maintenance and capital services, helping ensure our programmes achieve the right outcomes, quality and value for money.
Key responsibilities include:
- Lead the commissioning and performance management of highways maintenance and capital services across key contracts and frameworks.
- Provide assurance on scope, quality, compliance and value for money through robust monitoring, evaluation and reporting.
- Undertake site visits as required to verify works are delivered and paid for in line with requirements and contract standards.
- Lead strategic maintenance delivery across relevant highway asset groups, developing strategies and forward programmes.
- Validate and approve payment applications and final accounts through joint assessments with delivery partners.
- Manage key contractual relationships, including complex negotiations, to secure strong outcomes and continuous improvement.
- Work closely with internal teams (e.g., Procurement, Legal and Finance) to ensure governance, compliance and effective commercial management.
- Manage correspondence and responses on complex and/or politically sensitive service issues, engaging stakeholders appropriately.

About the Business Unit
Our Communities directorate works across the county to deliver a number of the key customer-facing services that our residents, businesses and visitors rely on every day.
