Highway Structures Commissioning Lead Officer

Overview

Buckinghamshire Council is looking for an experienced, proactive Highway Structures Commissioning Lead Officer to take a leading role in commissioning and performance-managing highways structures maintenance and capital works. You’ll help ensure our annual structures programme is delivered safely, efficiently and to the quality and scope required, maximising value for money and outcomes for residents.

Based within the Communities directorate (Highways and Technical Services), we maintain and improve Buckinghamshire’s highways network—working with a range of delivery partners and specialist providers through term and framework contracts to deliver a high-performing, customer-focused service for residents.

About the role

This is a key commissioning and contract-management role, providing assurance that highways structures services are delivered to specification, to the right standard and with strong commercial oversight.

Key responsibilities include:

  • Lead the commissioning and delivery of highways structures maintenance and capital works through third-party providers.
  • Provide assurance on quality, scope, compliance and value for money across term maintenance, consultancy and framework contracts.
  • Carry out site visits to verify works and payments align with contract requirements and Buckinghamshire Council standards.
  • Lead structures delivery planning, including developing strategy and forward programmes of work.
  • Approve/validate payment applications and measurements (including schedule of rates) in conjunction with alliance partners.
  • Performance-manage providers, analyse trends, and produce clear reports that drive continuous improvement.
  • Build effective working relationships with key delivery partners and stakeholders, including managing complex or sensitive issues.
  • Ensure compliance with Health & Safety requirements, including CDM regulations, and support procurement of future works.

About the Business Unit

Our Communities directorate works across the county to deliver a number of the key customer-facing services that our residents, businesses and visitors rely on every day.
