By uniting as one, we are better placed to drive meaningful, positive change for our residents, communities, and businesses. With a strong focus on the future, we are committed to delivering improved services, enhancing outcomes, and providing stronger representation for Buckinghamshire both locally and on the national stage.

About the role

As a Workforce Development and Training Manager, you will play a key role in shaping and delivering a comprehensive Workforce Development Programme for the Adult Social Care sector. You will contribute to the design, commissioning, delivery, and evaluation of high‑quality training and development initiatives that meet statutory requirements, align with national standards, and respond to local priorities. Your work will directly support a confident, capable, and future‑ready workforce across Buckinghamshire.

Your responsibilities will include:

  • Leading the full learning and development cycle through needs analysis, programme design, delivery and evaluation.
  • Developing and implementing professional development and qualification programmes.
  • Leading the development and rollout of the Career Progression Framework across the Adults & Health Directorate.
  • Building strong partnerships with external learning providers, universities, colleges and national bodies.
  • Commissioning and contract-managing training providers to ensure high‑quality, value‑for‑money delivery.
  • Supporting and co‑ordinating key programmes including the Assessed and Supported Year in Employment (ASYE).
  • Managing and analysing workforce training data for local and national reporting.
  • Representing Adult Social Care in regional and national workforce networks.
  • Managing and supporting a small team of Workforce officers.

This is a fantastic opportunity to shape meaningful development pathways that strengthen recruitment, support retention, and promote high‑quality practice across the entire sector.
