Are you driven by the power of data to shape meaningful change? Buckinghamshire Council is seeking a Data, Performance and Quality Manager—a specialist who can transform complex labour market intelligence into clear, actionable insights that influence policy, commissioning, and long-term economic development. This role sits at the heart of our Skills and Employment agenda, helping ensure our programmes deliver measurable, lasting impact for the county.

This is a fixed term/secondment position until March 2028.

About the role

In this influential position, you will bring together data, insight and strategy to support key priorities across Skills, Employment and Economic Development. You’ll interpret national policy and labour market trends, connect evidence to strategic decision-making, and work closely with internal teams and partners to strengthen the impact of skills and employment initiatives.

You’ll take the lead in developing and embedding performance and quality frameworks, ensuring that our programmes are delivered to the highest standards. You’ll also prepare clear, compelling analysis and reports for senior leaders and external partners, supporting funding cases, investment opportunities and future planning.

A few key responsibilities include:

  • Providing expert analysis to shape commissioning, strategy and investment decisions.
  • Leading performance and quality frameworks across all Skills and Employment programmes.
  • Developing reports, dashboards and insights for senior stakeholders.
  • Building strong, collaborative relationships across teams and partner organisations.

About you

You’re an expert in labour market intelligence, performance management and data-driven problem solving, with the confidence to influence decisions at senior levels. You bring a deep understanding of national skills and employment policy as well as the local economic landscape, and you can translate complex information into clear, actionable recommendations.

You will thrive in this role if you:

  • Have strong analytical capability and can work confidently with complex datasets.
  • Communicate with clarity, influence and credibility.
  • Build productive relationships with colleagues, partners and stakeholders.
  • Are committed to continuous improvement and evidence-led decision-making.

You’ll be educated to degree level (or have equivalent experience), and a relevant professional qualification such as PRINCE2 is desirable. A full driving licence and the ability to converse easily with the public are also required.
