Overview
Buckinghamshire Council’s Highways and Technical Services are looking for a Streetworks Lead Officer to lead and assure our inspection activity- supporting consistent compliance, stronger quality standards, and effective coordination of works on the public highway to minimise disruption across the network.

About the role
As Streetworks Lead Officer, you’ll supervise the Streetworks Technicians and lead the delivery of our inspection activity—ensuring works on the highway are carried out safely, meet legislative requirements and support the expeditious movement of traffic across the network.
Key responsibilities include:
- Lead and support Streetworks Technicians, including coaching, development and quality assurance.
- Plan, prioritise and coordinate streetworks inspections across the area in line with legislation, guidance and codes of practice.
- Manage the sample and routine inspection programme to meet statutory timescales and service priorities.
- Deliver the coring programme in line with the HAUC(UK) Good Practice Guide.
- Ensure inspection processes, records and evidence are accurate, consistent and legally compliant (e.g., NRSWA 1991, TMA 2004, Highways Act 1980).
- Audit inspection activity and produce clear reports, recommendations and performance information.
- Provide expert advice and constructive challenge to colleagues, statutory undertakers and stakeholders, including attending meetings to resolve issues and improve practice.
- Support network outcomes through liaison with the Highways Hub, handling escalations/complaints, and contributing to enforcement, incident response and flexible working when required.
About you
The ideal candidate for the Streetworks Lead Officer role is an experienced streetworks technician with strong technical knowledge, excellent leadership ability, and the confidence to make informed decisions on a busy and high‑profile network. They will be a capable and supportive leader, able to supervise and develop a team of Streetworks Technicians through effective coaching, mentoring, and performance management. The ideal candidate will excel at building strong working relationships, communicating professionally at all levels, and collaborating across departments and partner organisations to ensure coordinated delivery of works. Other information
Working arrangements: You will mostly be working from your laptop connected to the network with some on site duties. There will be a requirement for you to be in an office twice a week. You will have a van allocated to you for business use only.

About the Business Unit
Our Communities directorate works across the county to deliver a number of the key customer-facing services that our residents, businesses and visitors rely on every day.
