Overview
As a Transport Co-Ordinator you will be responsible for the management of all aspects of developer related highway works, including instructing and processing legal agreements, auditing, and approving submitted designs and ensuring the payment and monitoring of fees. You’ll be required to work with developers, their appointed agents, and contractors to develop and agree programmes of work, which minimise the impact on highway network and inconvenience to the public.

In the Highways Development Management Delivery Team, you will work closely with our Transport Planners, Development Management and other Consultees, who comment on all types and size of planning applications that have an effect on the existing highway network or create new lengths of highway.
If Planning Permission is granted, the developer is required to enter into a legal agreement with the Council for the adoption of finished highway works. The Highways Development Management Delivery team takes schemes from the point of determination, through technical review of the submitted designs, the legal process, implementation and regular on-site inspections; all of which culminates in the final adoption of the works as highway maintained at public expense. The length of this process can vary from a matter of weeks for minor schemes, to several years for major projects.
The Highways Development Management team places communication at its core. We are a mix of office and field-based staff.

Ongoing growth and a high volume of new developments across Buckinghamshire have created an excellent opportunity to expand our team. We are therefore seeking to recruit additional staff to help manage this increased workload and support our continued success.
Development Management and its associated Delivery sits at the heart of Buckinghamshire’s growth agenda, increasing the prosperity of Buckinghamshire, whilst giving due consideration to existing residents, the environment and maintenance budgets.
In the Highways Development Management delivery team, you will deal with a wide range of individuals and companies, from those that have been in the industry for years to those that are starting out and need extra guidance.
The role is office based but will require periodic site visits & meetings. The Transport Coordinator role gives the applicant the ability to develop their knowledge and experience within Highways Industry whilst utilising the experience that you have already gained. Your development will be via ongoing on- the- job training, mentoring and external industry specific training courses.
Key Accountabilities
- Responsible for managing developer works, including instructing, and processing legal agreements and ensuring the payment and monitoring of fees and commuted sums, with assistance from the Delivery Team Leaders.
- Responsible for the technical audit and approval of submitted designs for highway improvements, to ensure compliance with relevant standards and regulations; briefing and consulting relevant teams both within Buckinghamshire Council and Transport for Buckinghamshire to obtain advice and where necessary technical approval for the submitted design.
- Attendance at public meetings, involving Councillors, Parish Councils, local forums, residents, businesses, and other organisations, to ensure regular and timely communications.
- Liaise with the developer and their appointed agents and contractors, to ensure that all works, and site operations are completed within the agreed plans, programmes and timescales; issuing instructions and directing the contractors to minimise disruption and inconvenience to the public. Where necessary, check and approve temporary traffic management plans in consultation with affected parties to minimise traffic congestion and risk off complaints and negative media.
- Support the Transport Inspectors to ensure that their duties are carried out effectively and to a professional standard.
- Supporting the Highways Development Management Delivery Team Leaders in the monitoring of income through development related agreements.
About you
Experience
Essential
- Relevant experience of working in the service area/related professional field with evidence of knowledge and work responsibilities appropriate to the role.
- Knowledge of relevant systems, regulations, legislation, best practice, policies and procedures, including health and safety.
- Representing employer at meetings with developers, their representatives and site staff, at all times during the development process.
- Responsibility for agreeing variations to works where necessary and negotiating with the developer or their representatives to agree and resolve unforeseen problems that occur during the construction of the works.
- Consulting internal staff and other interested parties to ensure that the works are carried out in an efficient and cost effective manner and co-ordinating works to ensure minimal disruption.
- Ensure the developer and contractors have complied with statutory Health and Safety requirements with respect to the Construction Design and Management Regulations 2015.
- Good ICT skills including use of standard Microsoft applications.
Qualifications
Essential
- Degree/HNC or equivalent in civil engineering or construction related discipline (or appropriate experience)
- NRSWA Accreditation.
Desirable
- Appropriate CSCS Card.
- Project Management qualifications
