Overview

Are you an experienced learning and development professional passionate about widening participation, community engagement and innovative programme delivery? We’re looking for a proactive and strategic Tailored Learning Manager to lead the development, planning and delivery of a high‑quality, inclusive learning offer that responds to local needs across Buckinghamshire.

In this role, you will shape and deliver tailored learning programmes that support residents furthest from the labour market, drive progression opportunities, meet funding and quality requirements, and maximise learner engagement and income generation. You will play a key role in ensuring our provision achieves strong outcomes and continues to meet external quality standards.

About the role

As Tailored Learning Manager, you will be a key member of the management team, taking the lead on developing and delivering an innovative tailored learning programme aligned to the service Operational Plan and funding priorities. You will ensure programmes meet identified local needs, achieve learner number and income targets, and comply with external quality, funding and safeguarding requirements.

You will lead and support the Tailored Learning and Learning Support teams, ensuring appropriate resources are in place, staff are developed and motivated, and delivery runs smoothly across the county. Working closely with curriculum leads, partners and stakeholders, you will drive continuous improvement, progression opportunities for learners, and high‑quality outcomes, including preparing for and contributing to Ofsted inspections.


Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

You are an experienced and motivated learning professional with a strong commitment to inclusion, quality and community impact. You thrive in a dynamic environment, bringing strategic insight alongside the practical skills needed to deliver high‑quality learning programmes at scale.

A natural and credible leader, you inspire and support others to perform at their best, while maintaining high standards of quality, accountability and customer focus. You are confident managing budgets, contracts and performance, and skilled at interpreting data to identify trends, risks and opportunities.

You bring a clear understanding of adult and community learning provision, funding and inspection requirements, and are forward‑thinking in developing new programmes and delivery models that respond to changing learner and community needs. Educated to degree level (or equivalent) and holding a relevant professional teaching qualification (such as PGCE), you combine professional expertise with resilience, initiative and a strong solutions‑focused approach.

You will bring:

  • Significant experience managing service delivery in adult and community learning or a similar environment.
  • Expert knowledge of tailored learning provision and the wider adult learning sector, including local and national influences.
  • Strong understanding of funding rules, safeguarding responsibilities, and quality frameworks such as Ofsted, RARPA and Matrix.
  • Proven experience of leading teams, managing performance, supporting staff development and driving change.
  • Experience of partnership working with a range of providers, stakeholders and external agencies.
  • Excellent planning, project management and analytical skills, with the ability to manage complex workloads and competing priorities.
  • Strong communication, influencing and relationship‑building skills, with confidence operating in complex or sensitive situations.
  • Good ICT capability, including experience of using Management Information Systems and Microsoft applications.
  • Experience of managing budgets and ensuring strong governance and compliance.
