Our Asset Management Team partners across Council functions to forecast property needs, secure rationalisation opportunities, and deliver value-adding initiatives We are committed to delivering best value from our property portfolio, in support of Council objectives.

About the role

As a Senior Community Asset Officer, you will support the Portfolio Asset Manager (Operational) and Senior Asset Managers in the active management of the Council’s operational property portfolio. You will be responsible for delivering the Council’s Asset Transfer Policy and executing decisions relating to operational and community-based assets.

Key Responsibilities

  • Manage the Council’s operational property portfolio efficiently, following instructions from the Portfolio Asset Manager (Operational).
  • Conduct negotiations on Landlord and Tenant matters, including assignments, underlettings, alterations, and licences for consent.
  • Arrange and manage repair and maintenance works, liaising with tenants and contractors as needed.
  • Provide accurate data and information for reports to senior management and Council boards.
  • Support budget planning and monitoring for Asset Management.
  • Oversee procedural processes for Asset Transfers and ensure compliance with Council policies and statutory obligations.
  • Act as the primary contact for asset transfer applicants, managing the process and making recommendations to senior leadership.
  • Build and maintain effective relationships with stakeholders, including charities, community groups, and Trusts.

About you

The role would suit an individual with strong interest in property within a community. You will enjoy a rewarding and challenging environment supported by Asset Managers across the Council’s substantial and diverse range of property holdings spanning across operational buildings, parks, community assets and schools.

The Council is looking for applicants who have property knowledge. The role would suit an individual looking to grow their expertise, or someone seeking to contribute experience already gained. You may be on the path to qualification and have a good level of practical experience, but are not necessarily qualified as a Chartered Surveyor.

You will be comfortable working under your own initiative, and taking responsibility for cases and processes with good communication skills. You will be surrounded by property experts with whom you can validate decisions.

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office at least two days a week, as least one of which will be at The Gateway where the majority of the team is based. You will also be expected to visit site, and meet local stakeholders, so access to a car is needed.

About the Business Unit

Our Communities directorate works across the county to deliver a number of the key customer-facing services that our residents, businesses and visitors rely on every day.
