Environmental Health Team Leader

Overview
We are seeking a Residential Environmental Health Team Leader to lead and develop a newly formed team to support enforcement duties introduced under the Renters Rights Act 2025.
You will manage a professional team enforcing landlord legislation including housing law and standards, tenancy matters and HMO licensing requirements. This will include the issuing of Civil Penalty Notices or undertaking prosecutions for relevant breaches or offences.
This is a key leadership role with responsibility for service quality, staff development, and contributing to wider corporate objectives.

This is a new role within the Residential environmental Health team, leading a newly formed team of Housing and Tenancy Enforcement Officers enforcing landlord legislation. The team will work alongside other Environmental Health and Housing Enforcement Officers , supporting their work to drive up housing standards and to improve health outcomes for tenants.
About the role
- Lead, manage, and develop a team of Housing and Tenancy Enforcement officers enforcing landlord legislation under the Renters Right Act
- Ensure effective investigation and resolution of complex and high‑risk cases to enforce landlord legislation including the issuing of CPNs and undertaking prosecutions in line with policy
- Drive service improvement, performance management, and continuous improvement initiatives
- Provide expert technical advice to senior management, elected members, partners, and external stakeholders
- Ensure compliance with relevant legislation, guidance, and best practice
About you
You will be a confident leader with strong technical knowledge and a commitment to high‑quality regulatory services.
You will bring:
- A degree level qualification
- Significant experience in residential environmental health and housing regulation and the principles of evidence gathering to support cases
- Expert knowledge and understanding of the legislation, regulations, systems, policies, procedures professional guidelines, best practice and emerging developments within the scope of the housing area.
- Proven people‑management experience, including performance management and staff development
- Excellent decision‑making, communication, and problem‑solving skills
- The ability to manage complex workloads and competing priorities
- Experience of partnership working and stakeholder engagement
