Location: Aylesbury
Overview
Are you an experienced leader in care commissioning or procurement, ready to make a meaningful impact? We’re looking for a dynamic Brokerage and Placement Manager to lead a fast-paced, high-performing team responsible for securing high-quality care and support for residents.
Our new Commissioning and Procurement Hub ensures collaboration with our clients to develop and execute a procurement strategy to achieve their defined success criteria. We bring together experiences and lessons learned to ensure the most effective approach. Our new Commissioning and Procurement Hub supports all stages of the commercial lifecycle, complementing client teams to maximise value.
This is an exciting opportunity to play a pivotal role in ensuring individuals receive the right care, at the right time, and at the right price while driving value for money and shaping the local care market.
About us
Buckinghamshire Council is a relatively new organisation that combines the strengths and expertise of the previous five councils in the county to create positive change for local people, communities, and businesses. We are firmly focused on the future and have made a clear commitment to serve residents better and to provide stronger representation for Buckinghamshire, both locally and nationally.
About the role
As Brokerage and Placement Manager, you will lead the delivery of a high-quality care sourcing and purchasing service across a wide range of provisions including residential and nursing care, supported living, home care, and day services.
You’ll manage and develop a team of Brokerage Officers, ensuring that care is sourced efficiently, effectively, and in line with both organisational priorities and individual needs.
Key responsibilities include:
- Leading a high-pressure care purchasing function, ensuring urgent and complex placements are delivered in a timely way
- Managing, motivating and developing a team of staff to achieve outstanding outcomes
- Negotiating with providers and resolving complex care sourcing challenges
- Driving value for money through effective commissioning and purchasing strategies
- Using market intelligence to identify gaps in provision and influence future commissioning approaches
- Building strong relationships with partners across health and social care
- Ensuring robust processes, performance monitoring, and quality assurance are embedded across the service
- Contributing to strategic projects, including market development and new procurement routes
This role offers both operational leadership and strategic influence, placing you at the heart of improving care outcomes across the community.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
We’re looking for a confident, driven professional who combines strong leadership with deep sector expertise.
You will bring:
- Significant experience in care brokerage, procurement, or the health and social care sector
- Proven leadership experience, with the ability to motivate and manage teams in fast-paced environments
- Strong negotiation and influencing skills, with experience handling complex provider discussions
- Excellent organisational skills and the ability to prioritise competing demands
- In-depth knowledge of the care market, relevant legislation, and procurement frameworks
- Experience using data and insight to support decision-making and achieve value for money
- Strong communication skills and the ability to build effective partnerships across organisations
- A commitment to delivering high-quality, person-centred care outcomes
