We’re looking for a Highways Performance Officer to play a key role in ensuring our highways services deliver high-quality outcomes for the residents and communities of Buckinghamshire. You’ll work closely with internal teams, contractors and partners to ensure performance information is meaningful, accurate and used to drive continuous improvement and value for money.

About the role

As a Highways Performance Officer, you will act as a specialist advisor on performance management across highways maintenance, network and traffic management, and asset management.

You will lead on the quality aspects of our performance management framework, ensuring that performance indicators are robust, meaningful and reflective of the services delivered by both internal teams and external providers.

You’ll work proactively with service providers and stakeholders to ensure performance data is captured accurately and reported on time, using insight to identify trends, challenge performance and drive improvement.

 

Key responsibilities include:

  • Acting as the highways team’s expert on performance management, particularly in relation to quality and service delivery.
  • Maintaining and developing the performance management framework, including alliance indicators.
  • Ensuring performance data is accurately captured, reported and used as a true indicator of service performance.
  • Analysing performance data to identify trends, risks and opportunities for improvement.
  • Monitoring contractor performance to ensure compliance with contractual requirements and agreed outcomes.
  • Contributing to monthly and governance reporting, including performance dashboards and board reports.
  • Supporting service planning, improvement activities and wider performance initiatives.

About you

You’ll bring experience of working in a performance-focused environment, ideally within highways or a related service area.

You will have:

  • Strong knowledge of performance frameworks, systems, policies and relevant legislation.
  • Experience of working with contractors and managing performance against contractual requirements.
  • Excellent analytical skills, with the ability to interpret data and make evidence-based recommendations.
  • Strong communication skills, with the ability to explain technical information clearly to different audiences.
  • Good organisational skills, with the ability to manage competing priorities and meet deadlines.
  • Strong attention to detail and experience in report writing.
  • Proficiency in IT systems, including Microsoft Excel.
  • Proven ability to work collaboratively with internal teams, partners and stakeholders.

Experience of financial monitoring, project delivery or commissioning external benchmarking (e.g. NHT) would be beneficial.
