We are seeking an experienced and driven Waste Collection Technical Lead Officer to join our Waste Collection Programme team.

This is an exciting opportunity to provide specialist technical expertise within a high-profile £500m Waste Collection Procurement Programme, helping to shape the future of waste collection and street cleansing services across Buckinghamshire.

You will play a key role in delivering innovative, value-for-money solutions that improve environmental outcomes and ensure high-quality services for residents.

Our Waste Collection Programme team sits within Neighbourhood Services and leads the delivery of this key strategic procurement.

About the role

As Waste Collection Technical Lead Officer, you will act as the Council’s technical expert supporting the delivery of a complex procurement and mobilisation programme.

Key responsibilities include:

 

  • Leading and managing complex waste-related projects and programme activity
  • Providing expert technical advice on waste collection and street cleansing services
  • Supporting the development of service specifications, tender documentation and procurement processes.
  • Working closely with stakeholders, suppliers and partners to shape service delivery
  • Managing programme risks, budgets and performance, ensuring delivery to time, cost and quality targets
  • Undertaking research, consultation and analysis to inform decision-making and best practice
  • Monitoring contract performance and ensuring compliance with relevant legislation and standards
  • Supporting mobilisation and transition to new service arrangements
  • Driving innovation and identifying opportunities for service improvement

This is a varied and strategic role where you will influence key decisions and contribute to the successful delivery of a major transformation programme.

About you

We are looking for a skilled and motivated professional with strong technical expertise and the ability to lead complex projects and partnerships.

You will have:

  • Significant experience in waste management, including procurement and contract mobilisation
  • Strong understanding of relevant legislation and policy (e.g. Environment Act, Procurement Act 2023)
  • Proven experience managing complex projects and delivering outcomes to time, cost and quality standards
  • Knowledge of project management methodologies (e.g. PRINCE2 or equivalent)
  • Experience developing service specifications, policies or strategies
  • Strong analytical, research and problem-solving skills
  • Excellent communication, influencing and stakeholder management skills

Experience of working with contractors and managing service performance

Qualifications:

  • Degree in an environmental or relevant subject (or equivalent experience)
  • Project management qualification (desirable)
  • CIWM membership (desirable)

The role will require agile / flexible working from our Council offices in Aylesbury and High Wycombe, as well as working from home. As an ‘any-desk’ worker, you will need access to the Council network, which can be via home or office locations. The team works in a hybrid way, with an expectation of office attendance a couple of times per week, increasing as required to meet business needs.
