Working within the Highways Development Management Delivery Team, you will help ensure that new roads, commercial accesses and highway improvements associated with development are designed and constructed to the highest standards before becoming part of the public highway network. This is a varied and rewarding role that combines technical expertise, site-based inspections, stakeholder engagement and problem-solving, giving you the opportunity to make a visible impact on some of Buckinghamshire's most significant development and infrastructure projects.

The Highways Development Management Delivery Team sits at the heart of this agenda. We work closely with developers, contractors, transport planners and local communities to guide developments from planning approval through technical review, legal agreements, construction supervision and ultimately highway adoption.

About the role

As a Highways Agreements Inspector, you will oversee the delivery of highway works associated with development, ensuring compliance with approved designs, technical standards and statutory requirements.

The role offers an excellent balance of field-based and office-based work, providing the opportunity to inspect live construction sites, engage directly with contractors and developers, and contribute to the successful delivery of infrastructure across Buckinghamshire.

Key responsibilities include:

  • Auditing and approving designs for Section 184 applications and associated highway works.
  • Supervising Section 38 and Section 278 agreement works through construction and adoption stages.
  • Undertaking site inspections and maintaining accurate records and photographic evidence.
  • Representing the Council at meetings with developers, consultants and contractors.
  • Reviewing and approving traffic management proposals and road space bookings.
  • Negotiating practical solutions to construction issues and ensuring works are completed to the required standards.
  • Supporting the safe and efficient coordination of highway works while minimising disruption to road users. This is an exciting opportunity to work on innovative highway schemes, influence project delivery and contribute directly to Buckinghamshire's future growth.

About you

We are looking for a motivated and organised professional who enjoys working independently, building relationships and solving technical challenges.

You will possess:

Essential

  • Experience working within highways, civil engineering, development management or a related field.
  • Knowledge of relevant legislation, regulations, standards and health and safety requirements.
  • Strong communication, negotiation and stakeholder management skills.
  • Excellent organisational skills and attention to detail.
  • Ability to build effective working relationships with colleagues, developers, contractors and customers.
  • Good IT skills, including Microsoft Office applications.
  • GCSEs (or equivalent) in Maths and English.
  • NRSWA Accreditation.
  • Full UK driving licence and access to a vehicle.

Desirable

  • Experience as a Highways Inspector, Works Supervisor or Clerk of Works.
  • Experience within local government, highways maintenance or civil engineering environments.
  • Knowledge of highway construction techniques, specifications and traffic management.
  • Experience managing contractors and construction activities on site.
  • Experience using highways management systems such as Confirm.
  • Additional qualifications such as A Levels, BTEC or equivalent relevant technical qualifications.
  • Most importantly, you will be a proactive team player with a commitment to delivering high-quality outcomes and excellent customer service.
