Energy Officer – Data and Renewables
Location: Aylesbury
Overview
We’re looking for a skilled and capable Energy Officer – Data and Renewables to support the delivery of the Council’s renewable energy and low-carbon technology programme whilst maintaining the integrity and development of its energy data management platform.
This role is a key part of the Council’s Energy Management function, supporting the management of energy data, the delivery of energy efficiency initiatives, and the operation of renewable and low-carbon technologies across the estate. The post holder will use data and technical knowledge to monitor performance, identify opportunities for improvement and support informed decision-making.
About us
Buckinghamshire Council is the unitary local authority for Buckinghamshire in Southeast England. Established in April 2020, it brought together the former county council and four district councils into a single organisation, providing and commissioning a wide range of public services for residents, communities, and businesses across the county.
You’ll be part of the Energy Management Team within Estates Management, a key function within the Corporate Property & Assets service and Communities Directorate. The team is responsible for managing energy consumption, utility procurement, and energy performance across the Council’s property portfolio and partner organisations. By working closely with a wide range of stakeholders, the team helps ensure that public buildings are operated efficiently, reliably, and cost-effectively, supporting the delivery of essential services and the long-term needs of the communities we serve.
About the role
As an Energy Officer – Data and Renewables, you’ll play a key role in improving energy performance across the Council’s estate. You’ll manage the operation of onsite renewable energy assets, including solar PV and biomass systems, helping to reduce reliance on volatile energy markets, lower carbon emissions, and strengthen long-term energy resilience and cost certainty.
You’ll also be responsible for ensuring energy data is accurately collected, maintained and managed across the Council’s energy data platform, providing the insights needed to inform decision-making, monitor performance, and support the delivery of our energy and carbon reduction goals.
This is a varied role where data meets delivery. You’ll take ownership of energy data and reporting, support the development of renewable energy projects, and help ensure onsite generation assets are performing effectively. Your work will directly contribute to reducing costs, generating income, and cutting carbon emissions.
Key responsibilities include:
- Leading the performance and optimisation of the Council’s onsite renewable energy assets, including solar PV and biomass systems.
- Managing renewable energy income streams, ensuring accurate data, reporting and income recovery.
- Turning complex energy and water data into clear, actionable insights that support decision-making and performance improvement.
- Maintaining and enhancing the Council’s energy data systems, ensuring data accuracy, integrity and accessibility.
- Supporting the development and delivery of innovative energy and low-carbon projects from feasibility through to implementation.
- Identifying opportunities to improve energy efficiency, reduce consumption and enhance sustainability across the estate.
- Ensuring compliance with relevant energy regulations, schemes and governance requirements.
- Working collaboratively with colleagues, contractors and stakeholders to deliver impactful energy initiatives.
- Contributing to procurement and contract management to achieve value for money and effective service delivery.
- Keeping up to date with industry developments and introducing innovation and best practice into the service.

About you
We’re looking for a motivated and inquisitive individual with strong analytical skills and an interest in energy management. You will be comfortable working with data, have a keen eye for detail, and possess a good understanding of building mechanical and electrical systems and their impact on energy efficiency.
