Flood Management Officer

Overview

Do you want to help us, our partner organisations, and our communities to better understand and manage flood risk? We have a great opportunity for a Flood Management Officer to support the delivery of the statutory duties of the Lead Local Flood Authority (LLFA), including land drainage consenting, enforcement, responding to enquiries, developing and maintaining flood risk data, and undertaking flood investigations.

The role will involve applying data-led and spatial analysis to interpret flood risk, assess technical information, and support evidence-based decision-making. You will work with a diverse range of internal and external partners, as well as local communities, both on site and in the community, to support the management of local flood risk.

The Flood Risk Management Team (managed by the Climate Change Programme and Partnership Manager) manage flood risk in Buckinghamshire Council’s role as the Lead Local Flood Authority (LLFA). The Team is comprised of the Strategic Flood Management Team, the Sustainable Drainage Team, Project Groundwater, and the Capital Flood Programme; with officers that are enthusiastic and passionate about managing local flood risk.

The Flood Risk Management Team deliver the statutory duties of the LLFA under the Flood and Water Management Act (2010) and Land Drainage Act (1991), as well as the development and delivery of a number of flood management and research projects, and guiding the flood management approach on large infrastructure projects.

The Strategic Flood Management Team, which this role is situated within, is responsible for the non-planning statutory role of the LLFA (including Flood Investigations, Land Drainage Consents and Enforcement, and responding to enquiries).

We have recently updated our Local Flood Risk Management Strategy, which includes a number of exciting actions, including building the resilience of our communities to flood risk and climate change through planning and delivering flood resilience engagement and supporting community flood action groups.

As wider context, the Flood Risk Management Team are part of the wider Planning, Growth and Sustainability Directorate, which works with partners to help shape the future of Buckinghamshire. The directorate delivers services on planning, economic growth, regeneration, strategic infrastructure, transport and property. The key priorities of the Planning, Growth and Sustainability Directorate include developing the economic narrative for Bucks, creating more jobs and delivering the right infrastructure to help businesses and residents thrive.

About the role

Are you keen to be involved in delivering a wide variety of the statutory duties of the LLFA, including flood investigations, land drainage consenting and enforcement, and responding to enquiries?

This role provides an opportunity to develop your career in flood management while gaining experience in a broad range of technical and regulatory work. You will assess technical information, undertake site investigations, and apply spatial (GIS) and data-led analysis to understand flood risk and support proportionate recommendations and decisions.

You will work with internal and external stakeholders, communities and Risk Management Partners to manage local flood risk. The role includes assisting with engaging with communities affected by flooding, supporting Flood Action Groups, and contributing to wider flood resilience initiatives.

There may also be opportunities to support the delivery of flood risk management projects, including working with consultants and contractors on studies, investigations and improvement schemes.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

The role will require occasional site visit work out on site or in the community, such as collecting observations, investigating flooding issues, engaging with stakeholders to provide flood risk advice and support evidence gathering for formal investigations. 

About you

We're looking for enthusiastic and motivated individuals with strong analytical and problem-solving skills who are keen to make a difference in local communities. You'll join a supportive team and gain experience across a range of flood risk management activities, including investigations, data analysis, stakeholder engagement, and statutory responsibilities.

Key Responsibilities

  • Support the delivery of Lead Local Flood Authority (LLFA) duties, including flood investigations, consenting, enforcement, and responding to enquiries.
  • Assess flood risk, drainage, and technical information to support decision-making.
  • Analyse and maintain flood risk data using GIS and other data tools.
  • Manage workloads and track performance using structured systems and Excel.
  • Work with communities, partner organisations, and stakeholders to reduce flood risk.
  • Assist with flood resilience initiatives and flood management projects.

Skills & Experience

  • Qualification or relevant experience in Geography, Civil Engineering, Environmental Science, Flood Risk Management, or a related field.
  • Knowledge of flood risk, drainage principles, and relevant legislation.
  • Strong analytical, organisational, and communication skills.
  • Experience with, or willingness to learn, GIS and data analysis tools.
  • Ability to build relationships and communicate effectively with a range of stakeholders.

Please note: A full driving licence and access to your own vehicle are essential for this role.
