Overview
We are looking for an experienced and motivated Senior Project Manager to lead the delivery of highways and transport infrastructure projects that improve connectivity, support growth and enhance communities across Buckinghamshire. This is an exciting opportunity to manage projects from concept through to construction, delivering tangible improvements to the county's highways and transport network.
As a key member of the Infrastructure and Capital Schemes team, you will take ownership of a diverse portfolio of projects, managing budgets, programmes, risks, stakeholders and delivery partners to ensure successful outcomes. You will work closely with elected Members, local communities, consultants, contractors and internal teams, bringing strong project management expertise and a collaborative approach to delivery.

The Infrastructure and Capital Schemes service is responsible for developing and delivering the Council's highways and transport capital programme, encompassing infrastructure improvements, road safety initiatives and wider transport investment priorities.
We work collaboratively across the Council and with external partners to deliver infrastructure that benefits residents, businesses and visitors throughout Buckinghamshire.
About the role
As a Senior Project Manager, you will manage the development and delivery of transport infrastructure projects from inception through to completion.
Key responsibilities include:
- Managing highways and transport infrastructure projects through all stages of the project lifecycle.
- Developing project briefs, feasibility studies and business cases.
- Managing project budgets, programmes, risks and governance arrangements.
- Procuring, administering and managing consultants and contractors.
- Providing technical expertise and project management guidance to support successful project delivery.
- Preparing reports, recommendations and project updates for Boards, senior officers and elected Members.
- Acting as the primary point of contact for stakeholders and partner organisations.
- Engaging proactively with local communities, residents and businesses throughout project development and delivery.
- Monitoring project performance and implementing corrective actions where necessary.
- Ensuring compliance with statutory requirements, health and safety legislation, Council procedures and best practice standards.
- Coordinating project teams and managing external resources to achieve project objectives.
- Maintaining effective risk management and project assurance processes throughout delivery.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
You will be an experienced project management professional with a proven ability to deliver infrastructure projects in a complex environment.
We're looking for someone who can demonstrate:
- Significant experience delivering highways, transport or infrastructure projects.
- Strong understanding of project management principles, governance and delivery methodologies.
- Experience managing project budgets, contracts and consultant or contractor performance.
- Sound understanding of highways and transport infrastructure development processes.
- Excellent communication and stakeholder management skills.
- Experience preparing reports, business cases and presentations for senior audiences.
- Ability to influence and engage effectively with elected Members, partners and local communities.
- Strong planning, organisational and problem-solving skills.
- Experience managing project risks and resolving issues proactively.
- A collaborative approach with the ability to balance competing priorities and deadlines.
You will be educated to degree level (or equivalent experience) and hold a relevant professional or project management qualification. Experience of PRINCE2 and relevant highways or infrastructure delivery experience would be advantageous.
