We are looking for a proactive and technically minded Network Safety Officer to join our Highways and Technical Services Network Safety Team. In this rewarding role, you will help deliver initiatives that improve highway safety, reduce road casualties, and support the efficient operation of the highway network.
Working with a wide range of stakeholders, including residents, councillors, emergency services, contractors and partner organisations, you will use your technical expertise to investigate road safety concerns, analyse collision data, develop solutions and contribute to the delivery of road safety and traffic management schemes.

About the role
As a Network Safety Officer, you will provide technical and professional support across a range of road safety activities. You will investigate highway safety issues, undertake assessments and surveys, analyse complex data and develop recommendations that contribute to reducing risk across the network.
Key responsibilities will include:
- Investigating road safety concerns, collision clusters and highway-related enquiries.
- Analysing collision and traffic data to identify trends, risks and opportunities for improvement.
- Undertaking site inspections, safety assessments, audits and surveys.
- Developing and recommending cost-effective road safety measures and interventions.
- Providing specialist advice and guidance to colleagues, councillors, stakeholders and members of the public.
- Preparing technical reports, presentations and briefing materials.
- Managing and supporting the delivery of small-scale safety improvement projects.
- Liaising with contractors, consultants, emergency services and partner organisations to coordinate service delivery.
- Responding to enquiries, complaints and requests for information in a professional and customer-focused manner.
- Supporting the development of policies, procedures and best practice within the Network Safety Team.
- Monitoring project performance, budgets and service outcomes where required.
- Keeping up to date with relevant legislation, standards and emerging road safety practices
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
We are looking for someone who can combine technical expertise with strong communication and problem-solving skills.
You will have:
- Experience working in highways, transportation, road safety or a related technical field.
- Knowledge of relevant highways legislation, guidance, standards and best practice.
- Experience of analysing complex information and developing practical solutions.
- The ability to prepare clear technical reports and present findings to a range of audiences.
- Strong organisational skills with the ability to manage competing priorities and meet deadlines.
- Excellent communication and stakeholder engagement skills.
- Experience of working collaboratively with internal and external partners.
- The ability to exercise sound professional judgement and make evidence-based recommendations.
- Good IT and data analysis skills.
- A relevant technical qualification, professional qualification, or equivalent experience.
- Educated to NVQ Level 4, degree level or equivalent experience.
Other information
This post is based within the Communities Directorate, within the Highways and Technical Services and forms part of the Network Safety Team.
The successful candidate will be expected to undertake site visits and inspections across the highway network, therefore a full driving licence may be required for this role.
