This is an exciting opportunity to join our Network Strategy and Management team and make a real impact on how roadworks and temporary road closures are planned, coordinated and communicated across Buckinghamshire.
About the role
As Senior TTRO Officer, you will lead the TTRO team, overseeing the drafting, processing and issuing of Temporary Traffic Regulation Orders while ensuring compliance with relevant legislation and regulations. Reporting to the Network Co-ordination Team Leader, you will play a key role in minimising disruption on the highway network and supporting the Council's responsibilities under the Traffic Management Act 2004.
You will:
- Lead and manage a specialist TTRO team, setting priorities and ensuring high-quality service delivery.
- Oversee the processing, drafting and issue of TTRO applications and associated consultations.
- Develop and implement strategies to reduce disruption caused by road closures and street works.
- Work closely with utility companies, contractors, internal teams and other stakeholders to coordinate works effectively.
- Provide expert advice on highway legislation, regulations and best practice.
- Lead service improvements, including the use of automation and new technologies.
- Support the development and implementation of initiatives such as Permit Schemes, Traffic Sensitive Streets and Lane Rental Schemes.
- Monitor team performance, budgets and service outcomes, ensuring continuous improvement.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
We're looking for a knowledgeable and experienced highways professional with a strong background in TTRO management and network coordination.
You will have:
- Significant experience in the processing, drafting and issuing of TTROs.
- Expert knowledge of the Road Traffic Regulation Act 1984, New Roads and Street Works Act 1991 and Traffic Management Act 2004.
- Experience of developing and improving policies, procedures and service delivery.
- Strong leadership skills with experience managing, mentoring and developing staff.
- Excellent communication, negotiation and stakeholder engagement skills.
- Experience of partnership working with local authorities, utilities and industry groups.
- Strong analytical and problem-solving abilities, with experience managing complex cases and competing priorities.
- Experience using systems such as Street Manager, One.Network, Mayrise and NSG.
- Degree-level education or equivalent experience.
- A full UK driving licence.
