Overview
We are seeking an experienced and motivated Waste Services Technical Coordinator to lead and support transformational improvement activity across North Waste Services, helping to shape the future of waste collection and street cleansing services across Buckinghamshire.
This is a varied and influential role at the heart of service delivery, where technical expertise, data insight and innovation come together to drive operational excellence. You will play a key role in ensuring services remain compliant with an evolving legislative landscape, whilst supporting the delivery of service improvements, digital transformation and performance optimisation initiatives.
Working closely with senior managers, operational teams, contractors, developers and external partners, you will provide specialist technical leadership across waste systems, performance reporting, legislation, planning applications and service communications. This includes collecting and disposing of waste, maintaining highways and managing country parks, leisure facilities and libraries. About the role
As Waste Services Technical Coordinator, you will lead and support a range of technical, operational and transformation projects that help improve the performance, efficiency and compliance of the Council's Waste Collection and Street Cleansing Services.
Acting as the technical lead for our Waste Management System (Bartec) and associated customer management systems, you will ensure critical operational data remains accurate, accessible and aligned to business needs. You will drive improvements in reporting, performance management and system capability, enabling data-driven decision making across the service.
You will play a pivotal role in identifying operational improvement opportunities, delivering technical projects, managing specialist waste software and supporting future service developments. You will also provide expert advice on waste legislation, policy changes and emerging industry developments, ensuring the service remains compliant and prepared for future challenges.
Working across a diverse stakeholder network, you will collaborate with frontline teams, senior leaders, elected members, developers, suppliers and regulatory bodies, helping to translate complex technical information into practical solutions that deliver measurable service improvements.
In this role, you will:
- Lead and deliver technical and service improvement projects from inception through to successful implementation.
- Manage and develop the Waste Management System (Bartec), ensuring system integrity, reporting accuracy and operational effectiveness.
- Lead the procurement, implementation and management of waste management systems, optimisation software and technical services.
- Develop and maintain high-quality performance reporting, dashboards and KPI frameworks to support service improvement.
- Analyse complex operational data to identify trends, risks and opportunities that improve operational efficiency.
- Support and develop systems knowledge and reporting capability across the Waste Services team.
- Manage operational mobile technology, software deployment, hardware inventories and user training for frontline staff.
- Act as the service's lead technical advisor on waste legislation, national policy and upcoming regulatory change.
- Produce business cases, reports and recommendations to support strategic decision-making.
- Ensure compliance with statutory information requests, complaints processes and member enquiries.
- Lead and support communications and engagement activities across North Waste Services.
- Review planning applications and provide specialist advice to developers on waste storage and collection requirements.
- Lead the management and development of the subscription-based garden waste service.
- Coordinate and support the delivery of road and site risk assessment training.
- Build strong relationships with internal and external stakeholders, helping drive collaboration and continuous improvement.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
You are an experienced technical professional with a strong background in waste management, environmental services, service improvement or a related discipline. You have a proven ability to manage complex systems, analyse performance data and deliver projects that improve operational efficiency and customer outcomes.
You possess a detailed understanding of waste legislation, industry best practice and emerging developments affecting local authority waste services. You are comfortable interpreting complex information and translating it into practical solutions, business cases and improvement plans.
You have excellent analytical and reporting skills, with experience of performance management tools such as Power BI, Excel, GIS and specialist operational systems. Ideally, you will have experience managing waste management software such as Bartec and using data to drive service improvements and inform strategic decision-making.
A confident communicator, you can build positive relationships with colleagues, elected members, contractors, suppliers, developers and external agencies. You are equally comfortable supporting frontline operational teams as you are presenting recommendations to senior managers.
You are organised, proactive and solution-focused, with strong project management skills and the ability to manage competing priorities while maintaining attention to detail.
Educated to degree level in an environmental discipline, or holding a relevant waste or recycling qualification, you will bring a passion for improving services, embracing innovation and delivering meaningful outcomes for residents and communities. A project management qualification such as PRINCE2 would be advantageous.
This is a high-impact role within North Waste and Street Scene Services where you will help shape how services evolve to meet future environmental, operational and legislative challenges. No two days will be the same. From delivering technical projects and managing specialist systems to influencing strategic decisions and supporting frontline operations, you will thrive in a dynamic and rewarding environment.
