We're looking for a talented Technical Project Manager to lead the delivery of high-profile transport and regulatory projects that will have a lasting impact on communities across Buckinghamshire. This is an exciting opportunity to manage a diverse portfolio of capital schemes and improvement projects, working at the heart of one of the UK's largest unitary councils. The successful candidate will oversee the delivery of significant transport and regulatory service projects, ensuring they are completed on time, within budget and deliver real benefits for residents and businesses.

Responsible for supporting the delivery of a capital programme of approximately £20 million over the next four years, you'll work with colleagues, partners, contractors and stakeholders to drive projects from concept through to successful completion.

About the role

As Technical Project Manager, you'll act as the client-side lead for a wide range of transport and regulatory service capital schemes and revenue projects.

Working closely with service experts, commissioning teams, highways colleagues and external delivery partners, you'll take responsibility for planning, coordinating and monitoring projects throughout their lifecycle. You'll ensure robust governance, effective risk management and strong stakeholder engagement while providing clear reporting and strategic insight to support decision-making. This role is based within Transport & Regulatory Services and reports to the Transport & Regulatory Services.

Key responsibilities include:

• Leading the planning and delivery of capital schemes and service improvement projects.
• Managing project performance, budgets, risks and programme reporting.
• Developing business cases, project documentation and recommendations for decision-makers.
• Building effective relationships with internal teams, contractors, partners and stakeholders.
• Ensuring projects deliver value for money, comply with statutory requirements and achieve agreed outcomes.
• Monitoring performance, identifying efficiencies and driving continuous improvement.
• Managing project governance and maintaining project assurance frameworks.

Supporting long-term infrastructure planning and future programme development

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

We're looking for a highly organised and commercially aware project professional with a proven ability to deliver complex projects in large and fast-paced environments.

You'll be comfortable managing multiple priorities, influencing a wide range of stakeholders and making evidence-based decisions that support successful project outcomes.

You will ideally have:

• Significant experience delivering complex capital and/or revenue projects.
• Strong project management expertise and knowledge of project delivery methodologies.
• Excellent planning, organisational and stakeholder management skills.
• Experience managing substantial budgets and resources.
• The ability to analyse complex information, identify risks and develop practical solutions.
• Strong negotiation, influencing and communication skills.
• Experience working collaboratively across multidisciplinary teams.
• Degree-level education or equivalent relevant experience.
• Strong ICT skills, including Microsoft Office applications and project management systems.
• Experience within local government, highways, transport or infrastructure projects would be advantageous.
